Conflict of Interest Requirements

As a state, county, or municipal employee in the Commonwealth of Massachusetts, you are required to comply with the state conflict of interest law, including completing education on the law’s requirements.  You are required to complete a training program course and a summary acknowledgement course.  The training program course has to be completed every two years and the summary acknowledgement course must be completed every year. 

The State Ethics Commission’s online learning portal recently sent emails informing everyone of their next course due dates. When you log into your user account, the online learning portal will only display the requirements due this calendar year. If you completed the training program course in 2023, you only need to complete the summary acknowledgment course in 2024 as the training program course will not be due again until 2025. If you did not complete either course in 2023, you will need to complete them both this year. 

Public employees must complete the online training within 30 days of election or appointment to a state, county or municipal position, and then every 2 years thereafter. Public employees must acknowledge in writing that they received the summary of the conflict of interest law within 30 days of election or appointment, and then annually thereafter.

 Open Meeting Law Information (Elected or Appointed Council, Board, Committee, or Commission members)

The purpose of the Open Meeting Law (OML) is to ensure transparency in the deliberations on which public policy is based. Because the democratic process depends on the public having knowledge about the considerations underlying governmental action, the Open Meeting Law requires, with some exceptions, that meetings of public bodies be open to the public.  It also seeks to balance the public’s interest in witnessing the deliberations of public officials with the government’s need to manage its operations efficiently.
