Members of the Quincy School Committee:
I would like to bring to the Committee's attention its statutory obligation under the Massachusetts Open Meeting Law, M.G.L. c. 30A, s. 22(g)(1), to periodically review historical executive session minutes and publicly announce the results of those reviews.
Specifically, s. 22(g)(1) requires that the public body, its chair, or designee review executive session minutes at "reasonable intervals" to determine whether continued nondisclosure remains legally justified. Although the statute does not define "reasonable intervals," the Massachusetts Attorney General's Division of Open Government has expressly determined that reviews conducted every three to six months are appropriate.
The statute further mandates that the determination resulting from each review must be announced at the Committee's next meeting and that announcement must be recorded in the minutes of that meeting.
However, I have been unable to locate any such announcements or corresponding determinations in the Quincy School Committee's open session minutes.
Routine approval of executive session minutes does not satisfy this separate statutory obligation to periodically reassess their continued confidentiality.
If the Committee has not conducted these required reviews, I urge it to promptly establish a regular review schedule and ensure compliance with the Open Meeting Law's public announcement and recordkeeping requirements.
Transparency and statutory compliance are fundamental obligations of public bodies, not discretionary practices.
Thank you.
Andrew McIsaac

Dear Quincy School Committee Members,
In April 2026 we successfully took a group of NQ students to Greece through EF Tours. We found that all aspects of the trip were thoughtfully planned, organized, and executed. From the moment we landed until our departure, we had EF tour directors with us making sure that all was well. I highly recommend EF Tours for future student travel.
Sincerely,
Kelly Byrne
