Monday, February 1, 2016

A meeting of the Budget & Finance Subcommittee was held on Monday, February 1, 2016 at 5:00 pm in the Coddington Building. Present were Mr. Bregoli, Mr. DeAmicis, Mrs. Kathryn Hubley, Ms. Barbara Isola, Mrs. Anne Mahoney, and Mrs. Emily Lebo, Chair. Also attending were Superintendent DeCristofaro, Mrs. Rita Bailey, Deputy Superintendent Kevin Mulvey, Mrs. Maura Papile, Mr. Keith Segalla; Quincy Education Association President Allison Cox; and Ms. Laura Owens, Clerk.

Mrs. Lebo called the Budget & Finance Subcommittee meeting to order at 5:00 pm. Director of Business James Mullaney presented the Quarterly Budget Review for the second quarter of FY2016. This year’s budget appropriation covers all contractual obligations and allows for upcoming step and level raises. As of December 31, salary expenditures for Academic Classrooms, Academic Programs, and Academic Support are all on target with approximately 70% of the budget remaining. The budget line for Aides has been decreased to reflect the reinstated Full-Day Kindergarten grant with the corresponding amount transferred to Academic Expenses for the acquisition of technology. Academic expense expenditures are at the usual levels, most textbook and supply expenditures take place over the summer in anticipation of the new school year. Funding for Special Education tuition has additional funding due to a $170,000 increase in Circuit Breaker funding from the state, which will cover anticipated additional tuitions as the school year progresses.

For Non-Academic Expenses, the budget is on track with funds encumbered in anticipation of upcoming expenditures. The transportation line is affected by changes in the Special Education outplacements, so at this time the budget line is within anticipated expenditures for this time of year.

Overall, there are no deficits in any lines to be discussed at this time.

Ms. Isola made a motion to approve the Quarterly Budget Review as presented. Mrs. Hubley seconded the motion and on a voice vote, the ayes have it.

Mr. Bregoli made a motion to adjourn the meeting at 5:15 pm. Mrs. Mahoney seconded the motion and on a voice vote, the ayes have it.
